Reedy Creek Improvement District In 1967 the Florida Legislature created this district, having most of the powers of a county, to encompass the Walt Disney World property. The district has its own building code, supervises construction projects, and runs the fire department. An associated company, the Reedy Creek Utilities Company, provides the utilities for Walt Disney World.
