Walt’s brother Roy O. Disney, who served as Chairman of the Board, supervised the massive Walt Disney World Resort project and also made personal visits to inspect the land. In this February 3, 1967 photo, Roy, several representatives, and Admiral Joe Potter, who headed up the construction of the Walt Disney World infrastructure, can be seen having made a voyage around the soon-to-be drained and re-filled Bay Lake.
